Course Description
Zoning codes can be crafted to lower the barriers to neighborhood-scale development and infill housing by providing specific tools for more equitable and affordable development. The "Zoning for Incremental Development" course presents the concepts necessary to regulate for flexibility while also addressing common community concerns of character and context. The course will first identify common barriers within zoning, and then offer new tools and strategies to promote infill development in communities.
Zoning is not the only barrier to small-scale and infill development, however. This course will examine the other features of the development status quo, including building codes, common financing practices, and subdivision and site development ordinances (for example, tree protection ordinances, stormwater requirements, and other utility and infrastructure standards). The course will discuss the trade-offs between these common issues of development and strategies for reducing and eliminating barriers to new, sorely needed forms of development.
