In 1996, California became the first state to legalize marijuana for medical use. By 2019, 10 states plus the District of Columbia had made it lawful for adults to buy and use marijuana for recreational use, and 23 more had legalized medical use. As states continue to legalize marijuana, particularly for adult recreational use, local governments increasingly face decisions about how to treat marijuana businesses.
