Solutions to the challenges of climate change take many forms and are generally consistent with best practices in city governance, management, and planning. Cities should think strategically about how to leverage existing institutions and capabilities to integrate climate actions into the normal business of cities.

    This chapter presents principles for a low-carbon city and identifies a key set of priority areas for action. Examples of innovative actions are presented.
  3. Creating a Resilient City
    This chapter presents principles for a resilient city and identifies a key set of priority areas for action. Examples of innovative actions are presented.
  4. Developing and Implementing Climate Strategies
    This chapter identifies how to implement climate action by discussing how to develop robust policies and how to obtain buy-in as well as possibilities for financing and methods for monitoring and reporting.
  5. Integrating Climate Action with Other Plans
    This chapter discusses how to integrate climate action into other plans and planning processes, focusing particularly on comprehensive city plans and local hazard mitigation plans.
  6. The Role of Cities in the International Movement on Climate Change
    This chapter presents international efforts to assist, coordinate, and inspire local action. Cities are not alone in efforts to address climate change. The ability to network and learn from other communities is a highly effective way of accelerating change.
