Victor Dover

Victor Dover, FAICP is a town planner and urban designer with 30+years of leadership in the reform of planning, regulation and development. He is principal-in-charge of Dover, Kohl & Partners, whose public and private clients span twenty-two states and five continents. His neighborhood design experience includes well-known neighborhoods like Glenwood Park in Atlanta, Georgia and South Main in Buena Vista, Colorado; his comprehensive planning portfolio includes Plan El Paso, hailed as “America’s Best Smart Growth Plan,” and Seven50, the regional plan for South Florida’s seven counties over the next 50 years. He is the co-author of Street Design: The Secret to Great Cities and Towns (Wiley, 2014). Victor is a Fellow of the AICP, and is both a charter member and former national board chair of the Congress for the New Urbanism. He is a co-founder of the Form-Based Codes Institute and was also instrumental in the creation of the National Charrette Institute. He is a daily bike commuter in South Miami, Florida.

This course defines form-based codes, explains why they were invented, and distinguishes form-based codes from conventional "use-based" zoning ordinances—all with an emphasis on placemaking and walkability. We will provide an overview of the development of form-based codes, their mandatory and optional component parts, and the importance of making form-based codes context or place-specific.
