Course Description

Flooding is one of the leading causes of deaths from natural disasters and the most common and destructive threat facing communities. With every passing day, development patterns and climate change exacerbate the threats from flooding, so understanding the factors that contribute to flooding and identifying strategies to reduce vulnerabilities should be a top priority for planners and community leaders.

The course will begin with an overview of different types of flooding and a discussion of the impacts flooding can have on communities. Common types of flooding include coastal (tidal and storm related), seasonal, flash, and drainage related. Each type of flood can have different causes, impacts, and can require different mitigation strategies. This course builds on the previous "Introduction to Resilience Planning" course and uses the approach presented there as a framework for addressing flood threats in communities. The course will also discuss conventional responses to flooding and the limitations of those approaches.

Step one is the Hazard Exposure Assessment, identifying where a community is vulnerable to flood hazards. This is based on the likelihood of flooding, the characteristics of flood events, the effects those events have, and how to prioritize the threat. The course will then discuss how to assess the physical, social, and economic vulnerabilities of communities. The course will wrap up with an introduction to strategies to mitigate threats and build resilience—to reduce the potential for, and impact from, flood events.
